SARPCCO Motor Vehicle Clearance
To curb the menace of motor vehicle crime syndicates taking advantage of the porous borders within the region to smuggle stolen motor vehicles from one country to another and fraudulently register them, the SARPCCO Chiefs of Police implemented a controlling mechanism for second hand motor vehicles being commercialized or trafficked within the region. A Resolution was passed approving the introduction of a SARPCCO Motor Vehicle Certificate, effective from 1st January 2000. The clearance document came into effect within the background of a proper domestic legal layout. Member States were requested to domesticate SARPCCO Motor Vehicle Clearance Certificate. In light of this, all second hand vehicles leaving one country in the region for a permanent registration in another is issued with a SARPCCO Motor Vehicle Clearance Certificate as proof that the vehicle is not reported as stolen.
